Zhu Chenghong, who is nearly 40 years old, has been the deputy stationmaster and general ledger accountant of Xiongzhou Street Economic Management Station in Liuhe District since 2003. In October 2012, the Anti-Corruption Bureau of Liuhe District Procuratorate filed a case for investigation on Zhu Chenghong’s alleged misappropriation of public funds. With the deepening of the investigation, the prosecutor found that the management station had serious violations of financial discipline and management regulations, such as seal management, irregular use and internal audit going through the motions. This is also the main reason why Zhu Chenghong embezzled public funds for six years and caused huge losses. Chi Chunlin, then the stationmaster of the economic management station, was in charge of supervision and was suspected of dereliction of duty.
The investigation shows that Chi Chunlin is not only a "faint official" but also a "corrupt official". From 2009 to 2012, Chi Chunlin took advantage of his position in charge of declaring and auditing rural public welfare projects and demanded bribes totaling 128,000 yuan from the village collectives who declared the projects.
In the end, Chi Chunlin was convicted of accepting bribes and dereliction of duty. He was sentenced to 12 years and 6 months in prison and confiscated 70,000 yuan of personal property. Zhu Chenghong was sentenced to 11 years in prison by Liuhe District Court for embezzlement of public funds.
